Chloe Zilkha

PhD Candidate in Health Policy (G1, Methods for Policy Research)

Chloe Zilkha graduated from Brown University in 2023, earning a BA in Economics with a focus in Public Policy. Following graduation, she worked as a Research Analyst at the Center on Health Policy at the Brookings Institution. At Brookings, her work primarily focused on mental and behavioral health policy, the impact of private equity and vertical integration on healthcare quality, and safety net programs for older adults. Chloe’s research interests center around the role of policy in improving access to care. She is interested in how insurance coverage and care settings shape the availability and quality of services for populations with complex health and social needs, particularly related to maternal and reproductive health, mental health, and aging. In the spring of 2026, Chloe was awarded a National Science Foundation Graduate Research Fellowship.
